  1. Fill the critical gaps. Prioritize the fields that drive billing, service, and compliance. Not every blank matters equally, so focus cleanup where an error would reach a customer or a regulator. 

  1. Reconcile your systems of record. Where the CIS, meter data management system, and GIS disagree, decide which source is authoritative for each data element and align the rest to it. 

  1. Set the rules that keep it clean. Establish simple data governance standards, validation rules, and ownership so the data you just cleaned doesn't drift right back into disorder.

Before you green-light a migration, you should be able to answer yes to each of these: Do you know your duplication and completeness rates by system? Have you defined the authoritative source for every critical field? Are billing-critical and compliance-critical fields fully populated?
